The memo argues about the importance of investments in state legislative contests, but also lays out the group‘s specific targets in three battleground states: Arizona, Michigan and Pennsylvania. “There is a clear path to a Democratic majority in the Michigan Senate, the Pennsylvania House, and the Arizona House and Senate. Across these chambers, a small sliver of just ~25 seats is the lynchpin of power,” the memo reads.
